Student Location

Purpose

In accordance with U.S. Department of Education licensure disclosure requirements and the policies of the National Council for State Authorization Reciprocity Agreements (NC-SARA), Yeshiva University ("the University") determines and records the physical location of prospective and current students. Student location data are used to support required disclosures, institutional reporting, and compliance with applicable federal and state authorization regulations.

Regulatory Context

Federal regulations require institutions to determine the location of a student at the time of initial enrollment for purposes of providing required professional licensure disclosures and to update that location upon receipt of new information from the student (34 CFR § 668.43(c)(1)–(3)). Institutions must provide appropriate disclosures to prospective and enrolled students based on their location.

NC-SARA policies further require participating institutions to annually report student enrollment disaggregated by student location, consistent with Integrated Postsecondary Education Data System (IPEDS) distance education reporting requirements.

For purposes of participation in the State Authorization Reciprocity Agreements (SARA), this policy governs the determination of student location used to assess institutional obligations under the SARA Policy Manual, including but not limited to policies related to professional licensure disclosures, written attestations, and annual NC-SARA enrollment reporting.

Determination of Student Location

Yeshiva University determines and records the physical location of prospective and current students at defined points in the student lifecycle. The determination of student location under this policy is applied consistently and documented for use in disclosures and reporting across academic years.

Student location is collected and maintained at the following points:

• At the time a prospective student applies for admission

• At the time of initial enrollment in an academic program

• When a student enrolls at the University for the first time• When a student changes to a new academic program

• When a student formally updates local address or location information

Authoritative Location of Record

For purposes of federal reporting, professional licensure disclosures, and NC-SARA annual enrollment reporting, Yeshiva University relies on the student’s most recently reported physical location on record as of the applicable institutional census date.

If a student reports more than one location during an academic period, the most recent formally provided location information maintained in the University’s student information system constitutes the authoritative location of record, unless otherwise required by applicable law or regulation.

Prospective Students

A prospective student is defined as any individual who has contacted the University requesting information concerning admission. The student’s location at the time of application or prior to enrollment into an academic program is used to determine whether required professional licensure disclosures or written attestations must be provided pursuant to federal regulations and SARA Policy 5.2.

Current Students

A student’s location is reassessed upon receipt of updated location information from the student or upon a change in academic program. If a change in location or program triggers new professional licensure disclosure or attestation obligations, the University will provide the appropriate disclosures in accordance with applicable federal regulations and SARA policies.

A change in a student’s location does not, by itself, affect the student’s ability to remain enrolled in an academic program, subject to applicable enrollment and disclosure requirements.

Use of Student Location Data

Student location data collected pursuant to this policy are used to:

• Determine whether professional licensure disclosures or written attestations are required

• Support annual reporting to NC-SARA, including Exclusively Distance Education Enrollment reporting aligned with IPEDS requirements

• Demonstrate institutional compliance with applicable federal and state authorization obligations

The methodology described in this policy is applied consistently across reporting cycles and documented in accordance with University record-retention practices.

Oversight and Responsibility

The Office of Academic Affairs, in coordination with the Office of the Registrar and other relevant administrative units, is responsible for the implementation, oversight, and periodic review of this policy.

This policy shall be made available to the University’s SARA State Portal Entity, NC-SARA, and other regulatory authorities upon request.

This policy may be reviewed and updated as necessary to reflect changes in federal regulations, NC-SARA policies, or institutional practice
